Vil Mirzayanov was a chemical weapons scientist at a secret Chemical Weapons laboratory, GosNIIKhT, who exposed the Russian development of the Novichok agents. Under the Wyoming MOU, the Soviets and the Americans pledged to reveal their entirity of their production facilities and sockpile, but the Russians failed to disclose their development of these agents. Mirzayanov disclosed the program because he was concerned for the health of the workers and environment and the disregard by the Russian authorites.
